Q: Why has League 11’s been introduced?

A:

(a) Because research showed there was a clear need to develop a “social” level of football for players who do not have the time or ability to play serious, senior football

(b) To arrest a decline in senior player registrations

(c) To provide a game of fun, safe football

Q: Who will play League 11’s?

A:

(a) Players who have limited time to train

(b) Players who do not have the capacity to play at the intensity required at the semi-professional level

(c) New players to the game

Q: What is different about League 11’s?

A:

(a) It is an unpaid competition 

(b) It has significant rule modifications regarding safety

(c) It is easy for players and match officials to understand

(d) It is not just a “slightly different” version of reserve grade

(e) It has a totally new name

Q: What is the team makeup of League 11’s?

A:

(a) The maximum number of players on the field is 11 (5 forwards and 6 backs)

(b) There is a 5 man scrum

(c)

Unlimited interchange is allowed, however players who are replaced for any reason in a period or quarter cannot play again in that period or quarter

(d) The maximum game-day squad size is 15; however teams may register up to a maximum of 20 players

(e) It is for players 18 years and over

Q: What about games and seasons?

A:

(a) The game duration is 60 minutes with no time off for injury

(b) The game can be played over 4 x 15 minute quarters or 3 x 20 minute periods (note, this is at the discretion of local leagues, however the maximum game duration is 60 minutes)

(c) The maximum number of rounds that can be played is 10, with 2 rounds for finals

(d) The competition can be played weekly, fortnightly or in blocks – for instance, the first 5 rounds, a break, and then the second 5 rounds

(e) The season can be split with byes or Gala Days

Q: What are the other rule changes for League 11’s?

A:

(a) The full provisions of the National Safe Play Code to apply

(b) There is 5 metres at the play-the-ball

(c) The non scoring team to restart play with a tap restart from half way

(d) There is only one marker at the play-the-ball, but the marker cannot move until the first receiver has received the ball or the dummy half runs

Q: What about affiliation?

A: Generally, teams will be from clubs already affiliated to a district, group or division, but there may be cases where teams can form a competition directly within a district, group or division

Q: What about player payments?

A:

(a) League 11 players must not be paid, in cash or in kind

(b) Coaches may be paid a small honorarium (maximum of $1,000 per season)

(c) Players dropped or returning from injury from a higher grade must not be paid when playing League 11’s

(d) League 11 teams/clubs may attract sponsorship but only to offset team costs such as insurance, medical, referees, uniforms etc

Q: What about moving through various grades?

A: Districts, groups and divisions that run League 11 competitions must establish rules in relation to player movement between grades as it relates to finals qualification
